Is the CE Mark the Same as Having the UL Registered Mark?

At the essence of their intent, CE and UL have similar guidelines for product design compliance relative to safety.

The major difference between CE and UL is applying the CE mark is done solely by the equipment manufacturer without a third party review, where applying the UL mark is only allowed after test data and component reviews have been completed by the Underwriters Laboratory, Inc (UL).

Following successful test results, UL will then allow the application of their UL mark to a product. Additionally, when you have a UL listed product, quarterly audits are conducted by UL of the manufacturing facility to ensure that the UL listed product continues to be built in accordance with the original UL report.

CE, on the other hand, is a self certification process; the scope of testing can be subjective and inconsistent as it is based on only the manufacturer's interpretation of the safety standards. Unlike consumer based electronic products, UL compliance for commercial temperature control equipment is not a mandatory requirement. Subsequently many temperature control suppliers do not pursue UL compliance as it is an expensive and time consuming endeavor.
